Lowes complaint: OVER CHARGING AND NO RECIEPT PROVIDING SHOWING BREAKDOWN OF SERVICE AND MATERIAL PRUCHASED

My complaint:

i went to local Lowes store( Westminster MD) to get a hot water heater and install. They advertise same day install. The sale person , while we in the store had the installors contact us. The install was set up for next day( May18,2023) .

An ESTIMATE WAS PROVIDED SHOWING $2900 , BUT NO BREAKDOW AS TO COST/MATERIAL AND LABOR. The hot water heater was installed within 2 hr. Upon completion the installers collected the fee of $2900 but where unable to provide me with breakdown of expenses. The check was payable to Lowes the installer were ARS out of Laurel MD. I contacted the installers immediately (ARS) and ask for a breakdown of cost and in tect was provided with the following:
hot water heater $559
MAterials: $975
Permit fee: $150
Labor $500
Adm fee $716

I requested that ARS provide me with list of material purchased as they didnt bring anything outside of water heater/pan and battery sensor– all under $100,, additionally no permit was secured and unable to explain adm fee,,,

They later responded that they charge a flat Fee and to contact Lowes.

Lowes of course said cant help sorry

I requested from Lowes a breakdown of charges for $2900, they said they down have it..

They have been unable to explain how I could be charged $2900 for a $559 heater…. Originally I was told the estimate of $2900 was just that– I did not know the cost of material or hot water heater and nothing was put of paperwork.

This is unaccusable. The check was made to Lowes and cleared and I have been substantially over charged… Please help
