My complaint:

Dear Etihad Airways, I have a question about What if my COVID-19 PCR test result is positive, but I have already had COVID-19 and recovered from it? What should I do?
The Department of Health (Australia) provides guidance about this at https:www.health.gov.aunewshealth-snovel-coronavirus-2019-ncov-health-coronavirus-covid-19-travel-and-restrictionsinternational-travel-and-covid-19coronavirus-covid-19-faqs-international-travellers-to-australia.

The Etihad Airways on its website also says in overall guidance to follow IATA travel guidelines (refer https:www.etihad.comen-autravel-updatesall-destinations-travel-guides). The Etihad airways however says that it requires a negative PCR for travel.
Where as IATA guidance from Australia at https:www.iatatravelcentre.comworld.php again refers to Department of Heath (Australia) website.

Suggested solution:

Etihad airways should align the policy with IATA and Department of Health website: Both say that:
What if my COVID-19 PCR test result is positive, but I have already had COVID-19 and recovered from it? What should I do?
If you have had COVID-19 before and your COVID-19 PCR test result continues to be positive, you will be eligible for an exemption to be allowed to travel if you provide at check-in:

your positive COVID-19 PCR test result (taken no more than 3 days before your flight), and
a certificate from your medical practitioner. This must be issued within 14 days before the day of the relevant flight.
Your certificate must clearly include:

the date the certificate is provided
a statement to the effect that:
you have had COVID‑19 but are now recovered and not considered to be infectious; and
if you had symptoms associated with your positive test, there has been clinical resolution of fever and respiratory symptoms of the acute illness for at least the previous 3 days prior to the issuing of the certificate.
