Air Canada complaint: flight delay

My complaint:

My flight to Paris (AC872) is delayed for at least 4 and 12 hrs. I
was at the airport and check in 2 12 hours before 7:30 pm (the original flight schedule). According to the Canadian Transportation Agency, if the situation is within the airline’s control, then the airline is responsible to provide compensation, for example, a reasonable amount of food and drink, especially the flight is supposed to leave at 7:30 pm. I have seen no attempt for air Canada to fulfill this obligation. This means that the airline did not satisfied one of the conditions stated by the Canadian Transportation Agency, which means that they should compensate each passenger for at least 400 dollars since the flight delay is over 4 hours.

I quote from Canadian Transportation Agency:
4. Obligations: Situations within the airline’s control, but required for safety
If an airline delays or cancels a flight for reasons within its control, but required for safety, it does not have to compensate passengers. However, the airline must meet the other obligations described in Situations within the airline’s control, above.

Ono of this is:

Reasonable amount of food and drink
Airlines must provide reasonable amounts of food and drink, free of charge.

Suggested solution:

They should provide compensation according to the guideline.
