H&R Block complaint: Failure to Resolve 2013 Tax Filing

My complaint:

When we filed our 2014 taxes, I also assumed that we had filed taxes for 2013 (as was indicated on the last page of our tax forms provided by HR Block. During both years, I was living and working in Saudi Arabia and was supposed to be exempt (due to the foreign exclusion) from federal and state taxation. Others taxes, such as Social Security and Medicare were taken out due to the status of my American employer.
The state of North Carolina recognized this and dismissed their demand for taxes following proof of my residence abroad.
However, the IRS has demanded what they say are past due taxes from 2013 that now exceed my total Social Security benefit for an entire year and just this year took my wife, daughter and my tax return.
I had filed an appeal with the IRS asking for a legaltechnical explanation for this, but was told that they had just assigned my appeal – after SIX MONTHS of having received it – to one of their agents. Other than the IRS site indicating that our refund was being taken to satisfy our alleged debt. and having sent the same letter and documentation to my local HR Block, who have done our taxes for the previous 7 years, they DID NOTHING to assist in resolving this matter. To date, the IRS itself has not provided us with the explanation requested in our appeal.

Suggested solution:

Provide a free filing of our 2013 taxes instead of the $350 we have paid them for several consecutive years.
OR, provide taxpayer assistance for our issue with the IRS.
