Family Dollar complaint: Refuses to return money on defective merchandise

My complaint:

Bought a BRIGHT-WAY 3 LED Flashlight on 5- 2-2020. Took it home and put the 2 D batteries that came with Flashlight. Did not work. Put in 2 more sets of new batteries. Still not working. Took flashlight back and was told due to COVID-19 I could not return merchandise or get my money back. Was told to wait a month and call manager. Called and talked to manager on 6-4-2020 and was told i may not be able to get my money back or exchange it. Was told it may be the end of the year before they will be allowed to do exchanges or refund. In other words $5 was stolen from me.

Suggested solution:

I want a refund. I have original pkg plus receipt.
