Complaint: defective ink cartridges

My complaint:

Purchased to ink cartridges from Print Pal on line. They both were dried up. Contacted Print Pal, they sent a return mailing form. I filled out the form put the cartridges with the form and sent back to the address they provided. Tracked the package, they received it within 2 days. I have not heard from them since. I have left messages on their answering machine, I have left complains on their customer service line and I even went to Central Point , Oregon where they are suppose to be located. (They are Not There.) Now when I try to go on their Web site I get 403 Access Forbidden. This is all over a $40.00 order. 403 Access Forbidden.

I would like my 2 cartridges replaced HP
60XL Black. 100% Guaranteed as their add states.
They don\'t have to access forbidden on their web site because I will never use them again. My desired solution.
