Refunds for FIFA World Cup tickets go through FIFA ticketing, inside the account the tickets were bought in, and not through the stadium, the host country or a resale site. Sign in, open the order and use the ticketing help section, with the order reference, the buyer name and the card used at hand: refunds are returned to the card that paid, which matters if that card has since expired.
