Saks OFF 5TH complaint: Can’t get my refund for an order I never received

My complaint:

I ordered a pair of sunglasses from the website as gifts to bring with me to China. About half an hour after they claimed my package was delivered, I went downstairs and couldn’t find anything. I went to the buildings next door to see whether they have received my package. Nothing. I called them right away. The rep said she would put in a refund request for me. A couple days later they told me my request had been denied as the carrier showed proof of delivery. I called them again. This time I was asked to supply a few photos of my building. I did. The refund request was denied again. I asked for proof of delivery. After a couple more calls, they sent me a pic where it shows a package sitting in front of a door that seemed to be like one of the entrance doors at my building. I said seemed to be because it doesn’t have any street number in it. So Saks Off Fifth claimed that the package was delivered. If it was stolen, it wasn’t their fault. Well, if that was the case, either Saks Off Fifth or the carrier should be responsible because a) it was not delivered to the mailbox area or in front of my apartment; b) the package was not delivered to me personally with my signature. And because I didn’t get the sunglasses, I had to ordered another couple pairs from Nordstrom Rack and paid $15 for expedited shipment as it was right before my trip. After all the hassles I have been through, Saks Off Fifth asked me to suck it up and pay for more than $200 for things I don’t get????
