Packlink complaint: failure to deliver… need item returned

My complaint:

i have an item that was sent to Spain with UPS, and for some reason (no one bothered to ask for any or more information) the item was held in customs for 2 months. The buyer asked and received a full refund from ebay. I have since been trying with no success to get the item returned to me. UPS say the carrier ebay are responsible for the return, ebay say i need to ask you to initiate the return . Also as the sale is so long ago i have no details of the original postage ie what insurance value i added etc of the item.

I need someone to at least give me information or a response as to how i can get the item back.
