My complaint:
I planted a pack of Tropaeolum seeds in April, grew them in a cold frame and planted-out the seedlings in late May. There appears to be two different plants, both flourished well, but have produced absolutely no flowers.
Suggested solution:
Improve inspection standards. The pack of Tropaeolum seeds was definitely a mixture of different seeds.
