Priceline complaint: Dollar Car rental cancellation

My complaint:

I was charged for the car rental up front (which is not normal for rental car policies in the US), and when I tried to change the dates due to my son’s military order change, Dollar car rental said that they do not have any records of my reservation and told me to call Priceline. I called Priceline, and they refused to change the dates and told me that I cannot cancel it either. I called several times and I am having a hard time understanding them due to thick accents. I have never heard of car rentals taking the money up front and then refusing to change the dates or cancel the reservation. Normally, they do not even charge me until I check out the car.

Suggested solution:

I want my full refund for the car rental portion of my trip that I paid to Priceline. I can't remember the exact amount I paid, but it was about $500. I did not use it and so I should get the full refund.
