Direct Express complaint: Won’t give my $200 back because someone unauthorized use my card and I have a different card now

My complaint:

My Direct Express Card was stolen out of the mail on the 17th of May. I have informed delivery so I know what I’m getting in the mail and when. I proceeded to call Direct Express and then I sent a letter to them explaining what happened and everything and I believe that a person by the name of Terry Sisk who lives in the house with me at 1021 Lacroix Avenue Akron Ohio 44307 stole my card out of my mail then he proceeded to remove the card from the envelope change my PIN and then withdrew $200 out of my account from the ATM that is at RFA wholesale, the gaming room. I reported this to Direct Express and they will not do anything about it because they say there’s conflicting information and I need to get my $200 back somehow that is money that was stolen that is my money and it’s money that I need to use for rent and other bills that I have also I have other disputes as well and I don’t know if they’re going to honor those either but the $200 is my main complaint.

Suggested solution:

They need to give me back my $200 that was stolen from me.
