Air Canada complaint: Air Canada is refusing to Compensate for Expenses occurred due to baggage Delay

My complaint:

I travelled by Air Canada from Toronto to London (UK) on Sept. 13, 2022.
My baggage was lost, so we could not collect it.

We bought clothes, personal care products, etc. totalling GBP 641.90. Finally, they found our baggage which was delivered to us on Sept 20 (but we already did the shopping).
We claimed the expenses incurred plus the baggage fee of $150 (charged with the ticket).

After three months of dealing with Air Canada, they have rejected both above claims.
I will highly appreciate if you can help us to recover our expenses and baggage fee.

Suggested solution:

1. Reimburse Expenses occurred due to baggage lostdelay totalling GBP 641.90.

2. As per airline rules, reimburse extra baggage fee of $150 (charged with the ticket).
