Uber Eats complaint: No refund when delivery was never ordered

My complaint:

I spent almost £20 on an order at 12pm, I waited on my balcony the whole time checking my phone and the app. Came to the time and it still hadn’t come so I walked down my road all the way to bottom and waited out there for 10 minutes after it saying my order was here. I have made a complaint and they will not refund because he tried contacting me.. not one missed phone call, not one delivery man or car came by my address. It is ridiculous how I spend an amount of money for nothing.

Suggested solution:

They should consider a refund as I am for sure that the delivery driver didn't come to my address and is saying he's contacted even though as I said I had my phone on my the whole time tracking the order.
