My complaint:

Do not have internet at the moment as moving
And am unable to access my downloaded games as they are locked. This is unacceptable as I have paid good money for these and am now unable to use them due to no internet currently. What if the internet goes down in certain areas for an extended period of time, does this mean no one can access these games. This needs to be fixed, as I don’t have this problem with my Xbox.
Suggested solution:
Allow usage of downloads when internet is down.
