My complaint:
Your driver with DC plate **** cut across 2 lanes of traffic from a dead stop in order to make an exit onto 495 that he had not been in the proper lane to make. He nearly ran me off the side of the road. When I was able to pass him on 495 I could see clearly that he was driving while on his cellphone.
Suggested solution:
The driver should be clearly sanctioned.
