eBay complaint: Account dispute keeps getting put on hold

My complaint:

I purchased some shoes from ebay and when they arrived they where not boxed as described and a size 9 when I ordered a 7.5 I opened a return on the 14 dec 2019 the seller stated wanted To send the correct size to me in a box but they would not have arrived in time for xmas so requested that they send me a return label and refund my money they did not send a pre paid return label only an address in Chinese which I had to have translated once this was done advised the seller that the address they had given was incomplete and again was not a pre paid label. After 8days I asked ebay to step in as was getting no where they put the account on hold for 2 days but never sorted it out they then put the dispute on hold for a further 5 days and still nothing was sorted out I was told to call them on the 23rd dec and again on the 29 i have several email from the one on the 30 dec clearly stating that if the seller had not provided label by the 3rd jan they would refund my money today the 4 jan I have got an email stating they want to put the dispute on hold again I called them and was then told that I was in fact going to be refunded today and I would get an email in an hour of course I did not I got a call from them 7 hours later to tell me they were in fact putting the dispute on hold again for another 5 days I told them I want to speak to a manager and o wanted the complaint details to log a complaint against them o was told that thous details could be found in the user agreement and that they would have a manager call me with in a day but not to expect anything different from them there is no address in the user agreement to complain about ebay this has gone on long enough they have sent me emails advising that this would not be put on hold again and that is exactly what they have done 4 times

Suggested solution:

I want my refund as promised several times
