Complaint: Will not refund stolen funds

My complaint:

My Direct Express card was stolen over a year ago. I immediately reported it stolen and filed a police report. Within a couple months the person who stole my wallet was found and arrested then convicted of fraudulently using my card. That person has been to prison and has since been released yet the $900 has not been refunded though they are FDIC backed. They claim the pin was never entered incorrectly therefore I must have compromised my pin in some way although it shows my pin was changed before used at the ATM fraudulently which only takes knowledge of your SS to change on the automated system when you call the on the back of the card. Since my entire wallet purse was taken they had my SS card and driver license info.

Suggested solution:

Return the money that was proven in the US Courts to be stolen. That was an entire months benefits.
