Complaint: No SSI payments for 11 months

My complaint:

My father in law receives SSI benefits every month deposited on a Direct express card, last April 2020 they placed a fraud hold on the card. We have jumped threw all their hoops, done everything they asked of him, and nothing. We finally got our local social security office to start depositing his payments into a personal account, they have also requested that Direct express, return all funds on card (that my father in law has not been able to access since April 2020, his only source of income) to social security, so they can deposit it into his account. No one can actual believe that a 71 year old man on disability has not been able to access his disability income in 11 months. My question is, one is there anything legally we can be doing to sped up, getting funds into my Father in laws account and, two does my father in law qualify for any compensation from Direct Express?

Suggested solution:

Give my father in law, all his back payments to him now! and compensate him for his time lost, stress induced (he had a heart attack 2 months ago) and loss of income, due to their incompetence!
