Direct Express complaint: Cannot access money on acct, D.E. hangs up on me without answering call

My complaint:

I was told to pay extra if I wanted D.E. to expedite a false charge on my phone for $20, They said they could do that by closing my existing acct, issuing me a new card but charge me $15.00 to do so. I trusted the company and its advice so I said let’s do it. I was then told it would take 2 days for delivery. That was over 12 days ago. Since then I have spent literally eight hours and 5 days trying to contact them. I have my SSI payments on a closed card and cant reach ANYONE to get access to it. I am a senior citizen who cannot now pay bills, eat, travel or anything

Suggested solution:

They should at least answer their phones. I need a new card to access the money in my account. Below is a pic of the money as it sits there and I starve
