Complaint: Pro account Owner downgraded to basic

My complaint:

When I login in as the owner, it shows as a Basic account. But when I login as Admin it is a Pro account – which is what it should be. The billing department suggested a fix which only partially worked, and suggested Tech Support. All efforts – email, chat, phone – end up with my requests being closed.

I originally reported this problem as a billing issue (see below), but as the solution offered was not working, I was recommended to contact Technical Support
I am still struggling to get back full control of my account. I have removed another email from the ownership and have set up another email address of mine ( as the Admin. The email is still apparently the Owner, but if I login as, then I only get the basic account. I can login as to the Pro account but cannot change the account owner. When I attempted to change owner, this generated an Account ownership request message to the above hotmail address. But when I click the Review Request button, I end up with a No Permission -200 screen.

Either get this back to the situation where is the owner of the Pro account, that would be a good starting point for me to try to set this up properly. By the way, routes via my website to
