Viagogo complaint: I bought tickets to Billy Joel concert. I can’t access them as they are issued to another person

My complaint:

I bought tickets in good faith to a concert – Billy Joel in Melbourne .Dec 10 2023
I received an email saying they are ready to download.
I am unable to do this as they are issued to somebody else.

Suggested solution:

Refund my money
