RyanAir complaint: Refuse to rebook a cancelled flight

My complaint:

My flight from Malaga to Stansted was cancelled on the 12th of June 2013. When I tried to rebook my Ryanair flight to a later date (about 30 days later) because it was no longer useful to me to fly back to London asap, their web site would not allow me to do it unless I pay an excess fee. I was forced to call their reservation center on their premium number and, after been put on hold for 15 minutes, I was told that I could only move it on a flight within 21 days from the date of the original cancelled scheduled flight.
There is no mention of this in the FAQ of their web site and there is no mention of this in the EU regulation 261. They refuse to change my flight and they suggest I contact their Customer Service through their only mean of communication: a Fax number!
