RyanAir complaint: Flight change, due to UK government advice not to fly to Spain

My complaint:

Following Scotland’s decision to exempt Spain from the list of quarantine countries on the 20th of July I booked a flight ticket (E4NQXC) for my daughter on the 22nd of July to go to Malaga for a week over the period 3rd August to 8th of August. The Scottish government quickly changed their mind and withdrew the exemption for Spain on the 26th of July and subsequently advised against non-essential travel to Spain. I bought the ticket with confidence as Ryanair waived their flight change fee for flights tickets purchased after 10th of June with dearture dated in July and August, provided the change is done at least 7 days before the departure date. Effectively I had three days to change the ticket but I their website was overwhelmed and still asking me to pay fees, and every time I would try and call Ryanair they would either put me in the queue for 20 minutes and subsequently disconnect me or they would be continously busy.

Suggested solution:

They should still honour my situation with regards to changes withing 7 days of departure time given how late I booked the ticket and how quickly the Sottich government reversed their quarantine decision on spain. I would not like to think that they are treatings situation like mine in distressing times to profiteer.
