Lidl complaint: False advertising

My complaint:

On Jan. 23, 2019, Lidl ran an ad for organic sirloin steak for $2.99. I went into store (1311 Mall Dr, Richmond, VA) on: 01-25, 01-27, 01-28. On all three visits they did not have any in stock, nor did they have any rain checks available. I talked to manager, on 01-27, he advise me to come to store as close to 8:00 AM. I arrived to the store 8:30 AM on 01-28, Store manager (Jack) said they did not receive any and that he did not have control of inventory. This is an advertising practice of Lidl. They advertise great deals to lure customers into the store. Once the customers are there, they hope the customer would make other purchases. This is called bait and switch and it is illegal in the USA. The FTC regulates false advertising. I tried to email Lidl directly, but the link to customer care did not work.

Suggested solution:

I want Lidl to send me rain checks for all my visits, 3 visits X 4 limit purchase.
