Green Dot Bank complaint: Not receiving my new card after filing a dispute

My complaint:

On October 1st I noticed a transaction that was not mine. So on October 3rd I called to file a dispute on the transaction. I was informed I had to cancel the card before I can file the dispute. I asked how many days till new card arrives. They said 7 to 9 days. So I said ok. So I figured on the 20th the card arriving because of covid-19. But it never arrived. I got back in touch with them online txting because I can not call to talk because my card is canceled. I asked where my card was they said be patient it is on it’s way. I waited until October 29th still no card. I contacted them again, they mentioned the card was delivered on October 26th. I never found the package. Got in touch again on the 29th asking where my card was. The guy at the time cancelled that card and said he would expidit a card next day air. I said good then he said oh no it will be 3 to 5 days. It has been now OVER 50 days November 16, I still have not received my card. I was told it would arrive on November 16th but the dates keep changing. I can not pay my bills, even got a no insurance ticket because of not being able to pay my bills. It appears to me that someone is trying to scam me for the money in my account. The other thing is every time I try to call the automated system says my 8 digit birthday is wrong, 07-05-1962 I know my birthday after 58 years. This is ridiculous a MONTH and a HALF and still NO NEW BANK CARD.

Suggested solution:

I want my bank card sent NEXT DAY AIR, and make sure the full amount is on card. Plus a refund of 300 dollars for the no insurance ticket I received since I was not able to access my account and pay my bills. File lawsuit for punitive damages for no access to my account and not being able to buy groceries.
