Epic Games complaint: Hacking

I was in a game with my boyfriend and we were in the last four, this team was harassing and abusing the game. They were using the balloons and staying in the air to cheat out of the storm, launching us back into the storm to win the game. The balloons should not be used like that. My boyfriend and I have reported the players as well. I would like to hear back from someone to say whether or not this is aloud. To me it is abusing the game.
