Complaint: Can’t use card,and when I call customer service it says system temporarily unavailable and hangs up

My complaint:

I tried to use my Direct Express card twice and declined both times? So I called customer service and when I put my card number in it’s saying system is temporarily unavailable try again in 30 minutes? It was me that did the transactions so I don’t know what the problem is?
