Complaint: Cash App blocked payment without explanation

My complaint:

After using cash app for several months to make payments to always the same recipient, cash app decided to block my most recent payment, to keep me safe. After much inquiry cash app continues to refuse to tell me why they continue to block the payment. In my view they are failing to honor our agreement and being suspiciously opaque. What is going on?

Explain in detail why they decided to block this payment, so that I can predict their behaviour in the future as regards my contract with them.
