Complaint: Refusing refund after not receiving order

My complaint:

Their automated response customer service did a partial refund and their policy states a full remaining refund will occur if product not received. I did not receive my product and now the automated message says resolved. It is not. They owe me $15.10 remaining balance of product I didn’t receive.
