My complaint:

I have placed many orders on Uber Eats and recently I have noticed that when an order has missing or wrong items and I dispute it with Uber Eats they tell me I am not entitled to a refund.
How do they expect a customer to pay for something they did not receive?

Suggested solution:

By refunding me for the orders where I have had missing items.
