Complaint: Order did not arrive but I was charged and I get no response from customer support

My complaint:

I placed an order for almost 100 euros. The delivery guy arrived to my place and texted me that he was downstairs (I had requested the delivery to my door upstairs). I told him to ring the bell and I would open for him to bring the food upstairs. He didn’t reply anymore. I went downstairs to look for him and he wasn’t there. I checked outside and inside the building and no one was there. He sent a photo of the food being left somewhere (not in my place) and set the ordered as delivered. I’m trying to contact Uber Eats customer support for over 2h now with no response.

Suggested solution:

Refund me the cost of my order and probably fire the delivery man as he probably took the order with him.
