Telegram complaint: Ajay Kumar proofs spamming people

My complaint:

I have come across a group of 900 people who all have been scammed by a person using Ajay Kumar proof and multiple other names in order to scam people.
That means currently he has looted 27 lakh plus by using telegram.

Suggested solution:

I know my complain to Cyber cell will have no effect.. Instead if telegram works on it.. It can track down the man by using their location feature. He scams almost 10-12 people everyday luring them with heavy discounts on high end phones. I have several proofs (including usernames, paytm acoount no, upi id etc) which can be easily used to track him down.. But the condition is that telegram and the cyber cell has to work together.
