Netflix complaint: Amount was deducted but account was not activated

My complaint:

I have a netflix account and successfully payed 199 for twice due to more logins in account my plan got changed and thats too ok
Again it shows to update the payment and my account was on hold for 2 days then i payed through the same upi id that i payed twice
But netflix help centre states that they got only two payments of 199 and third payment of amount 499 was debited from my bank account
Eventhough netflix helpcentre not given clear explanation for my account cancelation
Till now no refund was given for the payment neither netflix subscription was not activated
Need explanation wheather they can refund or not

Activate the account or refund the payment
