My complaint:

Upon arrival we were asked to use Track and Trace, without doing it we couldn’t come in. I complied but explained I had no signal to download the appropriate app. She said you can use our Wi-Fi for that. I stated doing it, then the girl on the door stops me and says she could just admit us both, using my phone number only.

This I supplied. Then, as I was about to go to the till and order takeaway, I asked for a menu. To which the girl replied that I couldn’t be given one.

I asked for clarification. She stated that I could only have a menu if eating in. So how is anyone supposed to know what they wish to order, without a menu? To which she replied they just didn’t have any?

There was a swift change from the strict Track and Trace, to they bring happy you come in using just a phone number. But then the ludicrous situation of being refused a menu.

Suggested solution:

Please explain why this baffling chain of events occurred. I ended up walking out.

She girl wasn't exactly rude, but I did everything she asked of me and then it felt like she'd rather I didn't order at all. It was sure embarrassing. The shifting of policy every few seconds is confusing.
