MTN complaint: Upgrade

My complaint:

I am currently under Debt Review.
During the period of 2022, whilst being under Debt Review I upgraded 1 of my MTN contracts.
Now, when I want to do upgrades I get declined.
Please explain why I am being declined, as my MTN Contracts does not form part of the Debt Review and is being paid punctually every month.
I find it unfair that I am punished for being under Debt Review.

Suggested solution:

Revert to me with a honest answer.
