Manulife complaint: Refund problem

My complaint:

Booked a trip to Portugal to leave Toronto Feb 152022, also purchased cancellation insurance through Manulife. On Dec 152021 the Canadian Government advised to avoid all non essential travel,which in Manulife’s policy was a valid option for cancellation.
We decided to apply for trip reimbursement with Manulife for our trip on Jan 82021. I tried to contact Air Transat on 4 occasions (on hold) with wait times up to 4 12 hours and twice left a call back number, with no reply. On February 112022, I received an email from Air Transat stating Portugal was restricting travel by Canadians for non essential travel until Feb 282022 ( flight scheduled to leave Feb. 15) and the only options were to change travel dates or get a credit good for 12months. Claims department wants proof of cancellation, which is impossible to get when no one answers the phone, but somehow they don’t get it. They had no problem taking my money, but don’t seem interested in giving any back.

Suggested solution:

I would Iike a refund due to the fact I couldn\'t travel on the scheduled date as per Air Transat and couldn\'t get through to even cancel my flight.
