HP Instant Ink complaint: Can’t order instant ink

My complaint:

I have this hp desk jet laptop for few months , may be 5 months, from April I was struggling ordering instank ink , in the beginning I run out the ink so I couldn’t print the code to order the ink , the customer are told me I have to pay ~$5 so she will send ecode ,but I never received.
I bough the ink which was very expensive from Walmart they still I couldn’t print the code .
The problem may be the hp laptop or the website
10 days before someone was helping to fix the issue , we did screen-share so was guiding me to order , at the end he told me the problem is my internet carrier and told me I have to call the carrier and tell them to do some changes , when I called they said everything is ok and told me that the problem is form instant ink website .
I spend a total of 8 hours on a phone regarding instant ink ordering issue .
Now am very disappointed from whole dell company , I can’t trust hp company now
Why all these are happening to me ?
Why I paid my money to buy something that I can’t Order it’s supply ? Why didn’t I paid $5 again for ecode which I never received? Where’s my money???
Why I spent 8 hours with out help ?

Why the customer care lied to me twice .
