Green Dot Bank complaint: cash back tranactions

My complaint:

On 3102020 I went to a local Walmart to withdraw money from my turbo tax prepaid card . In a form of cash back . attempted to withdraw $1,000 and they charge a fee of $3.74. The charge declined so I attempted to try again On 31220 the second charge declined as well . So I were charged $1,003.74 twice and chase charged my card and want give me my money back . They advised me to file a complaint with Walmart , but Walmart is telling me to file a dispute with my bank . Greendot refuses . I will get my lawyer involved and take this to small claims if this issue doesn’t get resolved .
