My complaint:

I lost my gobank card and ordered a new one. Because greendot promotes this service as an account, providing a checking account number and routing number, and because you can pay Bill’s using the account number as well as using the card number, and because they provide overdraft protection, it did not occur to me that by ordering a new card, which cancels my existing card, I would no longer be able to transfer funds from the checking account to another account. Now I have no way to access my money or pay my bills until the next card comes, which they say isnt expected for 13 days.

Suggested solution:

By warning consumers in a conspicuous manner that ordering a new card freezes all access to any funds in the so called account, warning consumers that they do not offer actual checking accounts and refraining from suggesting otherwise, or by allowing consumers to co tune to access their so called accounts while waiting the inordinately long time to receive a replacement card.
