Dr Pepper complaint: Unfilled bottle seal intact

My complaint:

I picked up a six pack of Dr pepper cream soda from Walmart in Denison Iowa and got home a realized that the bottles are not completely full.

Suggested solution:

A refund or a way to make sure that the bottles are full.
