Cleveland County School District complaint: Cheerleader unfairness

My complaint:

My daughter has been a cheerleader for two years and now she has one D for the semester and now they are saying she can’t tryout this year. But school handbook says for eligibility you must have a 1.8 gpa by end of spring semester and this was fall semester they are going by. There is a cheer constitution and it states otherwise , it’s says student must have “C” or above in all four classes but the constitution and handbook doesn’t align with each other so that’s a conflict in itself. It went I. Front of board , they are gonna change it next year so they agree with each other but for now they said there was nothing I could do. Also there is other sports at our school and students have Fs and more than one D and still get to participate. It’s not fair and it should all be treated equally. Please help or tell me what I can do. Or who do I contact above the board?

Suggested solution:

My desires solution is to allow my child to tryout and maybe put her on probation period to make sure grade is up, because the two sets of rules do not align with each other.
