Complaint: Received something I did not order, Wish gave me “partial refund”, not full refund

My complaint:

I ordered an anti snoring chin strap, sold by Big Hero. When I received the item what I received IS NOT what I ordered. I contacted Wish and they told me they will send me a refund.
The item was advertised as $3, but I was charged $12, Shipping $4, but I was charged $11, total was $21.80.
I got $6.70 back, but I paid $ 21.80
Since it was NOT MY FAULT , but the supplier sent me the wrong item,, the supplier Big Hero should shoulder the costs.

Suggested solution:

I want a full refund of $21.80
The supplier DID NOT fulfill the order. I do not want to pay for their mistake.
I felt I am being conned robbed by WISH because they don’t won’t take any responsibility for not delivering the right item and let the customer pay for their mistake.
