My complaint:
The recycle bins are out of service every few days. Today is one of them. The persons responsible for the upkeep go out to lunch before fixing the problem. I told the Toma maintenance person that they needed replacing but he said they were new. They are not new because they keep on going out of service every week or so.
Suggested solution:
Replace the bins for newer ones or keep an eye out for out-of-service conditions.
