My complaint:

this is the demand i got:

we are reaching out to you from SpectroCoin.
Please be informed that as you have not answered to our previous email and you have not returned the debt we are terminating our business relationship and forwarding the details of this case to UAB Pervesk (card service provider) and law enforcement of LT/EU accordingly.
The debt must be returned by making a payment to this bank account:

Now i had indeed account with them but its a prepaid card account without any credit or overdraft facilities. i have topped the accout once or twice with 10 euros or so over past year. so as its prepaid account without credit line, any requests for payment above the what account holds should not be honoured e.g. not paid and declined as not enough money.
so how on earth they paid over 200 euros from account which is most time 0 . i didnt agreed on credit or overdraft and no such service was offered.
who took decision to pay out of empty accout over 200 euros? i never got asked or agreed to this.
and now i been harrased, treatened with law ebforcement, stressed by the whole thing,like i dont have enough stress on my head as it is.
how and who and why allowed 200 euros to be paid out from empty account? the account was on 0 ..empty. how money get paid out from empty account,
am being bullied and forced to pay because why?

Suggested solution:

drop all the demands, stop the harrasment and stressing me out
