My complaint:

To whom it may concern:
On Thursday January 2, I went into the DMV in Albany to take a written drivers test, due to my license revoked 6 months ago for a DWI. At no time were people ahead of me asked to provide a birth certificate in order to get their driving permit. I already had a license and provided the document to the clerk. After I passed the test I was told that a birth certificate and proof of residency is required. At first they said a social security card is not needed. I went home got my birth certificate and proof of residency. The clerk collected my documents and informed me that now I will be needing my social security card, he them took them to some supervisor. He then came back to me and handed me a phone number and told me that my birth certificate which is a legal document from Puerto Rico, could not be used due to the color of the birth certificate. I was born in Puerto Rico and my birth certificate is a legal document with a watermark and seal of authenticity.
It seems that I have been discriminated against and therefore denied my right to obtain a drivers permit like anyone else. The person that looked at my docs did not take the time to verify the authenticity of my docs, but simply just by looking at the docs made a decision not to grant me my permit even though I complied with all requirements. This is the type of discrimination that make our nation not a nice place to be in. I wonder why would I have to get an other birth certificate when there is nothing wrong with the one I have now.
This is a complaint regarding discrimination and someone using their personal dislike above doing their job. No one that has the appropriate requirements should be treated this way. I am an American Citizen and at no time did I gave any indication of otherwise.

Suggested solution:

Treat people with respect and honor documents that are required when applying for licenses. Honor original docs with watermark and state seal.
