Spanish Ministry of Education complaint: Two month teaching in Alicante without being paid by the government

My complaint:

A group of English language teachers under the appointment contracts with the Alicante Education Department in Spain to offer a service to provide English speaking skill to the local school students without getting paid for two months. No payment day has been ed either and they are all stranded in Alicante with no money to come home for Christmas. Alicante government did not provide a sensible answer as why no teaching money not being released.

Suggested solution:

All English teachers did pay for flight, travelling expenses, accommodation expenses, living expenses to go there to join the school which started its school term in October 2018.
According to the appointment contract, the teachers are getting pay monthly and they all believed this promise made under the contract. After two months fulfilling their duties to teach in the designated schools, unfortunately they are still not paid a penny by 2nd of December. I just wonder how could the Alicante government officials believe the teachers are still able to survive without getting paid for so long.
At the beginning of November, the government officials announced that the money would be released on 22nd of November. Then they said it would be released by the end of November. Nevertheless no promise was kept so far by the Council. No money was paid to the teachers.
I hope the money should be paid now. So that the teachers can buy air tickets to go home for Christmas family gathering, rather being stranded in Spain, being alone for this festive season.

I hope someone can help this group of helpless teachers who are being held ransom not getting paid by the arrogant government officials for absolutely no sensible reason why not releasing the pay. The other teachers in other regions had their pay released in October already. So I wonder what is the major issue why the Alicante government officials holding up the payment.
